        Fetch an appropriate Connection from the given RabbitResourceHolder.

        Create a new RabbitMQ Connection for registration with a RabbitResourceHolder.
        Returns:
        the new RabbitMQ Connection
        Throws:
        IOException - if thrown by RabbitMQ API methods
