HttpMessageReader for reading "multipart/form-data" requests
 into a MultiValueMap<String, Part>.
 Note that this reader depends on access to an
 HttpMessageReader<Part> for the actual parsing of multipart content.
 The purpose of this reader is to collect the parts into a map.
