Instantiates a new runtime apps controller.

Parameters:

streamDefinitionRepository - the repository this controller will use for stream CRUD operations

deploymentIdRepository - the repository this controller will use for deployment IDs

appDeployer - the deployer this controller will use to deploy stream apps

metricStore - the proxy to the metrics collector

forkJoinPool - a ForkJoinPool which will be used to query AppStatuses in parallel
