Subclass of IOException that properly handles a root cause, exposing the root cause just like NestedChecked/RuntimeException does.

The similarity between this class and the NestedChecked/RuntimeException class is unavoidable, as this class needs to derive from IOException and cannot derive from NestedCheckedException.
