LocaleContextResolver
LocaleContextResolver implementation that always returns a fixed locale
and optionally time zone. Default is the current JVM's default locale.
Note: Does not support setLocaleContext(ServerWebExchange, LocaleContext), as the fixed locale and
time zone cannot be changed.
